In a food processor or in a bowl using a whisk, combine the mustard, orange zest, lemon juice, honey, egg yolk and half of the orange juice. While processing or whisking, add the oil in a thin stream, alternating with the remaining orange juice. Add the chives. Season with salt and pepper.
