I really want to make this recipe but I'm confused on which part is the vanilla cream and the whipped cream. How is it vanilla cream if there is no vanilla in it. How do I get clarification on steps 8-10?

In step 3, the cornstarch is combined with 1/3 cup of the milk and set aside. It is never mentioned again. Shouldn't it be added back into the custard at some point?
