In a bowl, combine the meat with the spices and the oil. Marinate for 15 minutes.
In a large pan, bring the water to a boil with the rice, green onion and garlic. Season with salt and pepper. Cover and cook, without stirring, over low heat for about 20 minutes or until the rice is tender.
In a skillet over high heat, brown the meat until desired doneness. Serve the meat with the rice and garnish with tomatoes.
