In a saucepan, bring the sugar and half the water to a boil. Cook for several minutes until the sugar become golden brown. Remove from the heat. Add the remaining water and corn syrup. Bring to a boil. Add the cream and simmer for 3 to 4 minutes, stirring continuously. Set aside at room temperature in an airtight container.
