In a small pot, bring the water and dates to a boil. Simmer over medium heat until all of the water is absorbed, stirring a few times. Add the lemon juice. Mash the dates into a purée using a fork. Season with pepper. Let cool for 30 minutes.
Spread the date mixture over the crackers. Garnish with a slice of cheddar and season with pepper. The date purée will keep for 1 week in an airtight container in the refrigerator.
